He was born on June 14, 1965. He joined the Peruvian Naval Academy on March 5, 1984, graduating as Ensign on January 1, 1989.
He is a specialist in Systems Engineering. Graduated in the following programs: Basic Intelligence, Basic Staff, Command and Staff. He has completed the Maritime Policy and National Security Program. He holds a Master's degree in Systems Engineering, and also has a Bachelor's Degree in Naval Maritime Sciences.
He is been on board Peruvian Navy ships like B.A.P. Montero as Head of the Construction Division and Head of 3rd. Division of the Engineering Department on B.A.P. Carvajal.
He has been Chief of the Canine Unit of the Naval Police Service, Head of the Department of Production of the Computer Service, Chief of the 5th. Section of the General Staff Commander of the Third Naval Zone, Official Secretary of the Directorate of Supply, Head of the Informatics Office at the Naval War College, Commander of the Naval Police Detachment and later Chief of the 4th. On January 1, 2018, he assumes the position of Defense and Naval Attaché to the Embassy of Peru in the United Kingdom and Northern Ireland and Alternate Permanent Representative of Peru to the International Maritime Organization.
