Captain Ricardo Bernales Meave

He was born on July 16, 1971. He entered the Navy on February 27, 1990, where he graduated as Ensign of Fragata in December 1994.

He is qualified in Surface War, Electronics and Communications, graduated in the Basic Intelligence Course, Basic General Staff Course, Command and General Staff Course and Naval High Command Course. He also completed the courses of Technical Inspections of Minor Vessels, Equipment Safety Inspection, Ship Recognition and Radio Inspector, IMO certification as General Operator of the SMSSM, course for the classification and preparation of new constructions (DNV-GL). He currently holds the academic degree of Master of Business Administration from the Pontifical Catholic University of Peru (CENTRUM).

During his service on board, he was Chief Logistics Officer of the BAP Herrera, Endowment Officer of the Marine Corps Battalion No. 4 “Ucayali”, Operations Officer and Chief Communications Department of the BAP Callao, Chief of the Operations Department and Engineering Officer and Electricity of the BAP Santillana during the process of remotorization of the Unit, Chief of the Electronic War Division of the BAP Villavisencio, Second Commander of the BAP Herrera and Commander of the BAP Larrea.

He has been Chief of the Personnel Office of the Higher Institute of Naval Technology CITEN, Officer endowed with the Marine Telematics Directorate and Chief of the Callao Telematics Center, Official Secretary of the Director of Marine Personnel Administration, Head of the Telematics Office of the General Directorate of Captaincy and Coast Guard, Communications Officer, responsible for the GMDSS coast stations, COSPAS SARSAT system and the SIMTRAC system of the Coast Guard Operations Command (DICAPI), Chief of the Communications and Electronic Warfare Bureau of the General Command of Operations of the Pacific, Endowment Officer of the Directorate of Naval Projects and Head of the Construction Project of the Naval Patrol-type Maritime Units BAP Pativilca, BAP Cañete, BAP Piura, BAP Quilca, Chief of the Marine Shipping Service and Head of the Academic Department of the Naval War Superior School.

As of July 1, 2019, he is appointed as Deputy Naval Attaché to the Embassy of Peru in the United Kingdom of Great Britain and Northern Ireland and Representative to the International Maritime Organization.
