He was born in Lima on August 15, 1965. He attended primary and secondary school in San Agustín private school of San Isidro-Lima, entered on February 28, 1983 at the Naval School of Peru, graduating with the rank of Ensign de Fragata on the 1st of January 1988.
He has followed important courses and holds the qualifications in Electronics, Communications and Surface War, Correspondence Intelligence Course, Basic Staff Course, Command and Staff Course, graduated from CAEN in the Master's program in National Defense and the Universidad del Pacifico with the Specialization in Public Investment Projects.
Among the most outstanding positions held by the aforementioned naval authority, the following stand out: On board the Naval Units, BAP Pisco has been appointed as Chief of Administration, BAP Carvajal as Communications Officer, Head of the Electronics Division , Chief of the COC Division and Head of the Operations Department, Second Commander of the BAP Velarde, Commander of the BAP Sánchez Carrión and Commander of the BAP Montero.
In land units, he has served as Chief of the Callao Communications Center, Chief of Operations of the Communications Directorate, Head of the Inter-American Naval Network Station, Head of the Cryptography Department of the Telematics Directorate, Official Secretary of the General Directorate of Economy and General Command of Operations of the Pacific, Head of Procurement of the General Directorate of Material, Head of the Investment Office of the Ministry of Defense, Head of the Department of Public Investment Projects of the General Directorate of Material, Chief of Programs, Plans and Budget of the General Command of Operations of the Amazon, Chief of the First Section of the General Staff of the General Command of Operations of the Pacific, Head of the Projects Division of the Department of Planning, Projects and Doctrine of the General Staff de la Marina, Naval Attaché to the Embassy of Peru in the Republic of Chile, Sub Direc Executive Director of the Directorate of Naval Projects and Director of Naval Projects.
In 2017, he is appointed as Director of Navy Personnel Administration. In 2019, he assumes the position of Executive Director of the Industrial Services of the Navy.
